The sign of a shepherd is a staff, this is also a demeaning representation to an Egyptian, an abomination. With a staff, Moses is to go to Pharaoh and represent the God of Abraham, the great I am. However, Moses is not convinced and God has to work through his objections for Moses to believe God.
