Up to this point, Egypt has endured 9 plagues to let God’s people go, and Pharoah’s heart is still hardened. God is now setting the stage in Exodus 11 for the tenth and final plague. From this all of Egypt will know that He is God, and He is in control.

The sign of a shepherd is a staff, this is also a demeaning representation to an Egyptian, an abomination. With a staff, Moses is to go to Pharaoh and represent the God of Abraham, the great I am. However, Moses is not convinced and God has to work through his objections for Moses to believe God.
